Navy Personnel Command

Navy Personnel Command was established on Oct. 1, 1998 as a result of Base ­Closure and Realignment Commission recommendations which relocated several functions of the Bureau of Naval Personnel from Washington, D.C., to Millington.

NPC supports the needs of the Navy by providing the fleet with the right person, in the right place, at the right time. NPC strives to satisfy Sailors’ personal goals and improve their quality of life; to provide them with meaningful and rewarding career opportunities; promote and retain the best; and ensure fair and equitable treatment of all hands, by all hands, at all times.

Concentrated in five buildings, settled in a campus-style complex, NPC is the largest tenant command at NSA Mid-South, with a staff of nearly 2,000 active-duty officers and enlisted, and civilian employees.

The Jamie Whitten Building (S-791), houses the Career Management Department, comprised of more than 500 officer and enlisted detailers responsible for implementing policies regarding officer and enlisted assignments, placement, retention and career progression. They are also responsible for active duty and Reserve enlisted and officer promotions and appointments, officer and enlisted retirement requests, and monitoring programs that affect an individual’s career progression. The Enlisted and Officer Community Managers who relocated from Washington, D.C. recently joined this department. Other Whitten building offices include: Commander, NPC and staff; various offices that support the NPC mission; the Business Operations Department, responsible for the administration of functions relating to naval personnel records, and management of the Navy officer and enlisted evaluation and fitness report systems; the financial and day-to-day business operations of the Bureau of Naval Personnel; and the Corrections and Programs Division, which administers naval correction programs and disciplinary matters.

Wood Hall (Building S-769) is home to the Navy’s selection boards. Using state-of-the-art computer and display systems, selection board members meet in the “tank” to examine the records of thousands of Sailors competing for promotions or applying for special programs. More than 110 administrative and statutory selection boards, comprised of senior Sailors from throughout the fleet, meet in this building each year to help pick the Navy’s leaders of tomorrow.

The Lassen Building (S-457) houses most of NPC’s Fleet Support Department. They supervise various Sailor-facing programs that minister to the needs of Sailors and their family members worldwide, including providing policy and guidance for Navy casualties, career information, internal communications, behavioral health, drug and alcohol prevention programs, retired activities, and the Navy Music Program.

Goetsch Hall (Building S-768) is home to the Operations Department which includes the Center for Career Development. They track the latest information impacting career Sailors, and share that information with the fleet via Career Management Seminars held on Navy ships and shore commands worldwide. The Operations Department is also home to the Customer Service Center, which takes calls from the fleet via (866) U-ASK-NPC to the tune of 300 to 500 calls per day, answering information on career programs, board packages and miscellaneous questions. The NPC Communications Office rounds out the Operations Department in Goetsch Hall, providing up-to-date career and personnel policy information to fleet Sailors via the newly designed BUPERS website, http://www.bupers.navy.mil, articles on Navy NewsStand or via direct-to-Sailor TV spots, career guides and other methods. Goetsch Hall is also home to the Navy Music Program, where detailers for the Navy musicians reside.

The Capodanno Building (S-785) is home to the Navy Personnel Research, Studies and Technology Department that is responsible for conducting studies on business processes throughout the Navy, and evaluating the program effectiveness and relevance of various Navy programs. NPRST has 70 employees: 40 researchers with master’s and doctoral degrees in psychology, economics, operations research, mathematics, statistics and computer science; and 30 support staff. Employees of NPRST possess a unique blend of functional and scientific expertise to perform research on Navy personnel processes. NPRST investigates, develops and validates new technologies, methods and business processes to improve the readiness, performance and quality of life of Sailors and Marines.

The Capodanno Building is also home to the Spishock Technical Library, available to all personnel working at NSA Mid-South. The library houses more than 11,000 books, CD ROMs, audiotapes and videocassettes; 300 current periodical subscriptions; 9,000 bound volumes; and 85,000 technical reports focusing on personnel issues, statistics, psychological assessment, training, quality of life and management. Operated by NPRST, library hours are Monday through Friday, 8 a.m. to 4:30 p.m.

From official changes of duty station to the implementation of quality of life programs, NPC has a tremendous impact on every Sailor, officer and enlisted, throughout the United States Navy.

  • Annual Training (AT) Wikipedia – Usually advertised as two weeks each year that personnel must attend annual training periods. This training may be conducted at the home unit, a reserve unit’s supported active duty command, a national training center, or any other appropriate location. The purpose is to maintain and improve the skill level of the individual with some real military experience of work or exercise under supervision. Training can be at giving locations in the continental United States or abroad with the home unit or any other unit of the military for support. Any other additional dates will be considered another 15 days from another fiscal year and will be given back to back for the total amount of 30 days of annual training.
  • AT periods that exceed 14 days are known as Exceptional Annual Training (E-AT). These periods are authorized per COMNAVRESFORNOTE 1001 but must be approved by the Unit CO, OSO, and CNRFC (via waiver request). The E-AT period is approved by the Unit CO, or designated representative, in the first step of NROWS routing.

  • Military FuneralWikipedia As of January 1, 2000, Section 578 of Public Law 106-65 of the National Defense Authorization Act mandates that the United States Armed Forces shall provide the rendering of honors in a military funeral for any eligible veteran if requested by his or her family. As mandated by federal law, an honor guard detail for the burial of an eligible veteran shall consist of no fewer than two members of the Armed Forces. One member of the detail shall be a representative of the parent armed service of the deceased veteran. The honor guard detail will, at a minimum, perform a ceremony that includes the folding and presenting of the flag of the United States to the next of kin and the playing of Taps which will be played by a lone bugler, if available, or by audio recording. Today, there are so few buglers available that the United States Armed Forces often cannot provide one. However, federal law allows Reserve and National Guard units to assist with funeral honors duty when necessary. On the day of the burial or interment, the U.S. Flag is lowered to half-mast.

Bureau of Naval Personnel

Military unit

The Bureau of Naval Personnel (BUPERS) in the United States Department of the Navy is similar to the human resources department of a corporation. The bureau provides administrative leadership and policy planning for the Office of the Chief of Naval Operations (OPNAV) and the U.S. Navy at large. BUPERS is led by the Chief of Naval Personnel.

As of 2009, the office of the Bureau of Naval Personnel served as a parent command to the Navy Personnel Command (NPC). The duties of NPC are nearly identical to the former office of BUPERS and the command's logo even incorporates the name of the latter's office. BUPERS is also the overseeing authority for Navy Recruiting Command. Most of the BUPERS offices are located in Millington, Tennessee and Arlington, Virginia.

History[edit]

Naval personnel matters were originally handled by the Secretary of War until the establishment of the Navy Department on April 30, 1798. It was not until 1815 that the Secretary of the Navy took control of personnel matters. In 1861, the Office of Detail was created and functions related to the detailing of officers and the appointment and instruction of volunteer officers, as well as the purchase of ships and related matters were transferred. The Bureau of Equipment and Recruiting was concurrently established to handle enlisted recruiting and service record maintenance.

The Bureau of Navigation was established in 1862 and three years later the Office of Detail was placed under it. In 1889, the Bureau of Equipment and Recruiting transferred its enlisted personnel activities to the Bureau of Navigation as well. On May 13, 1942, the command's name changed to the Bureau of Naval Personnel, and in 1982 it changed to Naval Military Personnel Command. In 1991, the name changed back to the Bureau of Naval Personnel or "BUPERS" for short.[1]

Navy Personnel Research, Studies, and Technology[edit]

NPRST was a division of the Bureau of Naval Personnel. Since 1946, NPRST or its predecessors have served as a personnel policy laboratory for the Navy. The mission of NPRST was to "To improve Sailor, team, and unit readiness by responsibly delivering innovative science and technology that improves the efficiency and effectiveness of Navy human resource functions and processes."

NPRST can be traced back to 1946, when its predecessor was located in the Washington Navy Yard as Personnel Research Detachment.[2] In 1962, it was formally established as Personnel Research Laboratory. In 1973, SECNAV established the Navy Personnel Research & Development Center (NPRDC) in San Diego, CA “as a centralized organization for managing, coordinating, and conducting R&D in the areas of Manpower, Personnel, Training, and Human Factors Engineering." In the late 1980s, the human factors function was transferred to another R&D lab.

NPRST research has historically covered 11 broad areas covering the entire spectrum of human resources. The Navy Pregnancy and Parenthood Survey collects information about parenthood, family planning, and birth control from both men and women, and gathers additional information about pregnancy from women. This data is not readily available in current Navy databases. It has been administered about every two years since 1988, and was most recently administered in 2010.

As of October 2012, NPRST employed 58 government workers, service men and women, and contractors on site in Millington, Tennessee to complete the mission, with additional contractors located elsewhere for individual projects. NPRST was a fee-for-service entity, meaning that they are not directly funded by Department of Defense budgets; funding for projects is redirected from the sponsor of the project, usually through the use of a Military Interdepartmental Purchase Request (MIPR).

In 1995, the Base Realignment and Closure Commission (BRAC-IV) recommended that NPRDC be disestablished and realigned; the training mission was realigned to NAWCTSD while the manpower and personnel research mission was realigned to Navy Personnel Command. In 1999, NPRST was formally established as a department of NPC. In 2005, the function was realigned from NPC to BUPERS Echelon 2. NPRST has since been closed down by the Navy.
