HONOLULU, Hawaii (HawaiiNewsNow) - The city is teaming up with Airbnb and Expedia, the parent company of Vrbo, to crack down on illegal vacation rentals on Oahu.
A new memorandum of agreement is aimed at tracking and regulating Oahu vacation rentals, including by ensuring legal rentals are properly taxed and illegal rentals are shut down.
“We know there are bad actors out there, and this will help us crack down on them. While this is not a panacea, it’s a step forward,” said Honolulu Mayor Kirk Caldwell.
“For our residents who depend on this income, we want to provide an avenue for people to list their rentals in a legal, and transparent manner.”
Under the MOU, the two platforms will provide detailed information on listings so the city can ensure they’re legal. There will also be changes made to listings to make sure they’re properly taxed.
The changes come as Oahu is slowly beginning to see tourism ramp up with the state’s pre-travel testing program, which allows incoming travelers who test negative for COVID-19 to skip quarantine.
Vacation rentals were not allowed to operate on Oahu until the island moved into Tier 2 of its reopening strategy. In October, Oahu vacation rentals had an occupancy rate of 27%.

Vrbo Will Help Kauai Bust Illegal Vacation Rentals - Honolulu Civil Beat
Kauai County just gained a powerful new tool for cracking down on illegal vacation rentals: A deal that requires the popular short-term rental platform Vrbo to vet its listings for illegal rentals.
The agreement between Kauai County and Expedia Group, the parent company that owns Vrbo, also requires the platform to provide the county with monthly reports about the properties it advertises.
Kauai County has long been trying to tame the short-term vacation rental industry, powered by Airbnb and other online platforms, that critics say is fueling an affordable housing crisis.
Under the agreement with Expedia, Vrbo will now only allow rental properties to join its platform if they provide a government-issued Tax Map Key number, which will be published on the property listing.
Properties already on the platform will have 60 days to provide a TMK number or the listing will be deactivated.
The partnership marks the first time that a Hawaii government has entered into a cooperative agreement with a travel platform.
In a press release, Kauai Planning Director Kaaina Hull said the deal with Expedia, a year in the making, will help the county enforce vacation rental laws while protecting the rights of people with permitted vacation rentals to advertise their properties.

AirBnB and VRBO Oahu Vacation Rental Apocalypse Looming
So you finally got the deal of a lifetime thanks to AirBnB or VRBO and are headed to Honolulu YAY!!. You’ve made your plans have done all your research and ready to go. There may be one thing you’ve overlooked. The pending Oahu Vacation Rental Apocalypse.
Oahu visitors who have booked accommodations through vacation rental booking apps after August 1 should immediately check on the status of their reservation. A new law has passed that restricts vacation rentals on the island, and some visitors are being told that their rentals are no longer available (or legal).
The new law limits the number of vacation rental permits to 1,700. New permits will only be given to properties in resort areas (Waikiki, Ko Olina, Turtle Bay) and to whole-house properties with the owner living in the house (beginning October 2020). Permits will be offered in other areas only to properties that are rented for 30 days or more.
The laws will be enforced through a “electronic sting” by targeting advertised properties that do not list a permit number, host data including name, address, tax ID numbers, length of stays and amount paid. Violators can face fines of up to $10,000.
A similar but more restrictive law was vetoed by Mayor Kirk Caldwell. The changes take place after a long battle, with the hotel industry and hotel worker labor unions lobbying for more robust regulation of the booming short-term property rentals, and residents in areas like Kailua have long decried the rapid growth of the illegal vacation rentals in their neighborhoods.
The inventory of Vacation rentals in Hawaii will surely be impacted, and many visitors may find that their accommodations will become illegal on August 1. This can be distressing for people who have already booked and paid for accommodations on Oahu, only to learn that rentals are no longer available.
